Vision, mission, objectives

The Pomeranian region constitutes an important center for the country's development concerning the ICT industry. However, in order to constantly strengthen its position, the industry must not only adjust to the changing conditions but most importantly take advantage of new possibilities as soon as they appear. Companies from the ICT sector face a challenge of not only keeping up with the constantly changing technologies, customer needs, and conditions of operating a budget, but also to exceed them. It is necessary to create new products, companies, and attract new investments to the region in order to increase the critical mass which to a high degree decides about the cluster's competitiveness on the global market. This reality has formed the mission and vision behind the Pomeranian ICT Cluster, its four strategic goals, and the related actions.

Vision

A globally recognized, innovative, and attractive Pomeranian ICT Cluster, integrating business and science partners in terms of common actions at the support of the regional authorities and business surrounding, as well as working with other global ICT partners.

Mission

The ICT Cluster creates conditions especially favorable for the development of enterprises from the ICT industry in the region, by providing knowledge, supporting innovation, stimulating cooperation between companies and institutions, as well as executing common goals of the cluster's partici-pants.

Objective 1

The development of innovative products and services as part of interdisciplinary projects

The basis of enterprise competitiveness is innovativeness understood as the development of new technologies, products and services, but also improving those, which already function in the enterprise. In this context, the main strategic objective of the Cluster is to support the Members in the creation of interdisciplinary projects aimed at new products and services. The priority is given to projects having a considerable scale, executed within the framework of international syndicates. A model example of such a project is the implemented ACCUS (Adaptive Cooperative Control in Urbanized Systems) executed within the framework of international pro-gramme ARTEMIS. The interdisciplinary nature of the projects manifests itself in their wide spectrum of appli-cation, especially activities going beyond the scope of particular subsectors and types of partners.

The deepening competition on the global ICT market has brought about a change in the trend: from the innova-tions based on an idea to innovations based on hight expenditures and intensive R&D works. Within the scope of the Cluster, the support for the Members has been planned, especially MSP, in terms of the best possible utilization of R&D opportunities offered in the collaboration with R&D institutions in Poland and Europe. The activities seeking the initiation of collaboration with research units will contribute directly to the growth of en-terprise competitiveness.

Objective 2

New business opportunities

This strategic objective refers directly to the search of business opportunities to be utilized by the Members or the improvement of their functioning on the market. The planned activities are mainly aimed at the broadening of the market of product and service consumers in different industries. Administration remains one of the most attractive buyers of products and services in the ICT industry in Poland. The collaboration of this sector with the business sphere within the scope of the Cluster will result in the increase in the intensity, efficiency and innovativeness of local government investments in terms of ICT solutions. The scale of the development and the size of the cluster initiative will contribute even more to companies obtaining benefits from networking not only within the Cluster, but also with external partners. The activities will also cover the support for companies in acquiring investment financing from private and public sources.

Objective 3

The competitiveness on the national and international level

As a result of the dynamic development of the ICT industry, it becomes necessary to look for solutions allowing companies to retain their place on the highly competitive market but also for the development of their activi-ties.The activities will be aimed at increasing the impact on the strategic decisions concerning the development of the ICT industry, international recognition of the Cluster as well as supporting the sales of products and ser-vices offered by the Cluster companies, among others. Owing to the international character of the ICT industry, internationalization and activities in collaboration with international partners are indispensable. In order to suc-cessfully undertake the activities within the scope of the Cluster, it is necessary to provide efficient communica-tion, functionality of the processes, as well as organizational and financial stability of the initiative.

Objective 4

The accessibility of qualified human resources

Access to qualified specialists exerts considerable influence over the retaining of competitiveness and facilitating the development of the Cluster companies The planned activities in this regard span both the development of current company staff, but first and foremost increasing the resources of potential employees available in the region e.g. by the activation of the labour market and retraining in accordance with the needs of ICT compa-nies, but also relocation of qualified specialists from other regions. In the long time horizon, the strategic objec-tive will have been achieved on the basis of activities aimed at early education and skills indispensable in a digital society, pointed to in the EU strategic document Europe 2020. A more detailed operational plan related to the strategic objective will be developed as part of activities of Educational Improvement Centre and will be implemented as part of strategic project bundles.

Educational Improvement Centre (EIC) is a dedicated entity as part of Interizon Cluster (controlled by the Clus-ter Members via the Cluster Management Unit) created for the purposes of effective implementation of activi-ties providing access to qualified human resources for the Cluster companies and the ICT industry in the region. EIC will continue the successfully undertaken activities and will develop new ones, especially within the scope indicated by the Strategic Objective 4. The directions of EIC activities include ensuring access to qualified hu-man resources in the long term, boosting the interest in ICT technologies, building a knowledge-based society, and increasing inclusiveness of social processes (in accordance with key challenges covered by Europe 2020 strategy), among others.
